Hurricane Melissa, the most powerful Atlantic storm this year, hit Jamaica with sustained winds of 185 miles per hour and a storm surge as high as 13 feet. While its core spared Kingston, western Jamaica took the full force. St. Elizabeth Parish is underwater, with families trapped in their homes. Desmond McKenzie, Jamaica’s minister of local government, said rescue teams are racing to reach them, holding on to hope that “people are still alive.” More than half a million residents remain without power, with entire communities cut off due to downed lines and blocked roads.

Prime Minister Andrew Holness declared the nation a disaster area and formally requested U.S. aid, but the response has been complicated by the dismantling of the United States Agency for International Development that once coordinated rapid disaster relief. In remarks, Sarah Charles, a former head of USAID’s Bureau of Humanitarian Assistance, said the agency would pre-position emergency supplies and deploy staff in advance of landfall. That would be absent in large measure this time. 5. U.S. Government Shutdown Hits Air Travel

The government shutdown has pushed air traffic controllers at home into their first full missed paycheck, prompting many to rely on loans, gig work or family support to get by. “Many controllers are living paycheck to paycheck,” said Maximilian Crawford of Hartsfield-Jackson Atlanta International Airport. Even before the shutdown, staffing shortages strained the system; now, just a small uptick in sick calls could ripple into widespread delays.
